ప్రధానమంత్రి నరేంద్ర మోదీ రాజకీయ ప్రయాణం భారత రాజకీయాల్లో గణనీయమైన మార్పులకు దారితీసింది. గుజరాత్ ముఖ్యమంత్రిగా ప్రారంభమైన ఆయన ప్రస్థానం, 2014లో కేంద్రంలో అధికారంలోకి వచ్చిన తర్వాత జాతీయ రాజకీయాలపై బీజేపీ ఆధిపత్యాన్ని బలపరిచింది. 2019, 2024 ఎన్నికల్లో వరుస విజయాలతో ఆయన నాయకత్వం మరింత స్థిరపడినా, ప్రతిపక్ష రాజకీయాలు, సమాఖ్య సంబంధాలు, సామాజిక సమగ్రత, ప్రజాస్వామ్య సంస్థల స్వతంత్రత వంటి అంశాలపై చర్చ కొనసాగుతోంది. ఈ రాజకీయ నేపథ్యంతోనే మోదీ పాలనలోని ఆర్థిక విధానాలు, సంక్షేమ పథకాలు, డిజిటల్ పాలన, అంతర్జాతీయ దౌత్యం, 2047 లక్ష్యాలను అంచనా వేయాలి.

మోదీనామిక్స్

మోదీనామిక్స్‌ను కేవలం పన్ను సంస్కరణలు లేదా మౌలిక వసతుల పెట్టుబడుల సమాహారంగా చూడలేం. ఇది మార్కెట్ ఆధారిత వృద్ధి, లక్ష్యిత సంక్షేమం, డిజిటల్ మౌలిక వసతులు, భారీ ప్రభుత్వ పెట్టుబడుల మిశ్రమ నమూనా. 2017లో జీఎస్టీ అమలు, 2016లో నోట్ల రద్దు, దివాలా చట్టం, ప్రత్యక్ష పన్ను సంస్కరణలు వంటి చర్యలు ఆర్థిక వ్యవస్థను అధికారిక రంగం వైపు మళ్లించాలనే ప్రయత్నాన్ని సూచించాయి. జీఎస్టీ వసూళ్లు 2024-25లో నెలకు సగటున సుమారు ₹1.9 లక్షల కోట్లకు చేరడం రాష్ట్రాల ఆదాయ సామర్థ్యాన్ని పెంచినా, చిన్న వ్యాపారాల అనుసరణ వ్యయం, పన్ను వివాదాలు వంటి సమస్యలు కొనసాగుతున్నాయి.

ఈ నమూనాలో ప్రభుత్వ మూలధన వ్యయం కీలక పాత్ర పోషిస్తోంది. కేంద్ర ప్రభుత్వ మూలధన వ్యయం 2024-25 బడ్జెట్‌లో సుమారు ₹11.1 లక్షల కోట్లుగా ప్రతిపాదించబడింది. రహదారులు, రైల్వేలు, పోర్టులు, విమానాశ్రయాలపై పెట్టుబడులు రవాణా ఖర్చులను తగ్గించి ప్రైవేటు పెట్టుబడులకు పునాది వేయగలవు. అయితే ప్రభుత్వ వ్యయం మాత్రమే దీర్ఘకాలిక వృద్ధికి సరిపోదు. ప్రైవేటు పెట్టుబడులు, వినియోగ డిమాండ్, నైపుణ్యాభివృద్ధి, న్యాయవ్యవస్థ సామర్థ్యం సమాంతరంగా మెరుగుపడాలి. లేకపోతే అధిక వృద్ధి గణాంకాలు ఉన్నప్పటికీ ఆదాయ అసమానతలు, ప్రాంతీయ వ్యత్యాసాలు మరింత పెరిగే ప్రమాదం ఉంటుంది.

డిజిటల్ పాలన

ఆధార్, జనధన్, మొబైల్ అనుసంధానంతో ఏర్పడిన డిజిటల్ ప్రజా మౌలిక వసతులు సంక్షేమ పంపిణీలో గణనీయమైన మార్పు తెచ్చాయి. 2024 నాటికి జనధన్ ఖాతాల సంఖ్య 50 కోట్లను దాటడం, ప్రత్యక్ష నగదు బదిలీలు, యూపీఐ చెల్లింపుల విస్తరణ వల్ల మధ్యవర్తులపై ఆధారపడటం తగ్గింది. 2024లో యూపీఐ లావాదేవీలు 170 బిలియన్లకు పైగా నమోదయ్యాయి. వంటగ్యాస్ సబ్సిడీ, పింఛన్లు, విద్యార్థి సహాయం వంటి పథకాల్లో నిధులు నేరుగా లబ్ధిదారుల ఖాతాలకు చేరడం పారదర్శకతను పెంచింది.

అయితే డిజిటల్ పాలనకు డిజిటల్ విభజన ఒక పెద్ద సవాలు. గ్రామీణ ప్రాంతాల్లో ఇంటర్నెట్ నాణ్యత, వృద్ధులు మరియు నిరక్షరాస్యుల సాంకేతిక పరిజ్ఞానం, ఆధార్ ధృవీకరణలో వైఫల్యాలు వంటి అంశాలు కొందరిని పథకాల నుంచి దూరం చేయవచ్చు. అందువల్ల సాంకేతిక పరిష్కారాలతో పాటు స్థానిక సహాయక కేంద్రాలు, ఆఫ్‌లైన్ ప్రత్యామ్నాయాలు, బలమైన డేటా రక్షణ చట్టాలు అవసరం. సమర్థతతో పాటు హక్కుల పరిరక్షణ కూడా డిజిటల్ సంక్షేమానికి ప్రమాణంగా ఉండాలి.

తయారీ కేంద్రంగా భారత్

‘మేక్ ఇన్ ఇండియా’, ఉత్పత్తి అనుసంధాన ప్రోత్సాహక పథకాలు, రక్షణ రంగంలో స్థానిక తయారీ, మొబైల్ ఫోన్ అసెంబ్లీ విస్తరణ వంటి చర్యలు భారత్‌ను గ్లోబల్ సరఫరా గొలుసుల్లో భాగం చేయాలనే లక్ష్యాన్ని ప్రతిబింబిస్తున్నాయి. ఎలక్ట్రానిక్స్, ఔషధాలు, ఆటోమొబైల్ భాగాలు, సౌర పరికరాల రంగాల్లో పెట్టుబడులు పెరిగాయి. 2023-24లో ఎలక్ట్రానిక్స్ ఎగుమతులు సుమారు 29 బిలియన్ డాలర్లకు చేరడం ఈ మార్పుకు ఒక సూచిక. చైనా మీద ఆధారాన్ని తగ్గించాలనుకునే బహుళజాతి సంస్థలకు భారత మార్కెట్, యువ కార్మిక శక్తి, పెద్ద వినియోగదారుల ఆధారం ఆకర్షణగా ఉన్నాయి.

అయితే తయారీ రంగం స్థూల దేశీయోత్పత్తిలో దీర్ఘకాలంగా ఆశించిన 25 శాతం స్థాయికి చేరలేదు; ఇటీవలి సంవత్సరాల్లో దాని వాటా సుమారు 17 శాతం చుట్టూనే ఉంది. భూమి, విద్యుత్, లాజిస్టిక్స్, కార్మిక నైపుణ్యాలు, నియంత్రణ అనిశ్చితి వంటి సమస్యలు పెట్టుబడులను ప్రభావితం చేస్తున్నాయి. పెద్ద పరిశ్రమలతో పాటు చిన్న, మధ్య తరహా సంస్థలను సరఫరా గొలుసుల్లో అనుసంధానించాలి. మహిళల కార్మిక భాగస్వామ్యం పెరగడం, పారిశ్రామిక శిక్షణ మెరుగుపడడం, ఎగుమతి పోటీ సామర్థ్యం పెరగడం జరిగితేనే తయారీ విస్తరణ విస్తృత ఉపాధిని సృష్టిస్తుంది.

అభివృద్ధికి అసలు కొలమానం ఉద్యోగాలే!

ఆర్థిక వృద్ధి ప్రజల జీవితాల్లో ప్రతిఫలించాలంటే నాణ్యమైన ఉద్యోగాలు పెరగాలి. నిర్మాణం, రవాణా, సేవలు, ఈ-కామర్స్, పర్యాటకం వంటి రంగాలు ఉపాధి అవకాశాలను విస్తరించినప్పటికీ, వాటిలో అనేక ఉద్యోగాలు అసంఘటితంగా, తక్కువ సామాజిక భద్రతతో ఉంటాయి. పీరియాడిక్ లేబర్ ఫోర్స్ సర్వే ప్రకారం 2023-24లో 15 ఏళ్లు పైబడిన వారి నిరుద్యోగిత రేటు సుమారు 3.2 శాతానికి తగ్గినా, యువతలో నిరుద్యోగం ఇంకా గణనీయంగా ఎక్కువగా ఉంది. యువతలో విద్యా స్థాయి పెరిగినా, పరిశ్రమలకు అవసరమైన నైపుణ్యాలు మరియు విద్యా వ్యవస్థ మధ్య అంతరం కొనసాగుతోంది.

ఉద్యోగాల గణాంకాలను కేవలం ఉద్యోగాల సంఖ్యతో కాకుండా వేతనాలు, స్థిరత్వం, సామాజిక భద్రత, మహిళల భాగస్వామ్యం వంటి ప్రమాణాలతో అంచనా వేయాలి. పట్టణాల్లో గిగ్ ఆర్థిక వ్యవస్థ కొత్త అవకాశాలు తెచ్చినా, ఆరోగ్య బీమా, పింఛను, ప్రమాద రక్షణ వంటి హక్కులు స్పష్టంగా లేవు. గ్రామీణ ఉపాధి హామీ పథకం ఆదాయ భద్రత కల్పించినప్పటికీ, 2023-24లో దాదాపు 6 కోట్ల కుటుంబాలు ఈ పథకాన్ని వినియోగించడం గ్రామీణ ఉపాధి అవసరం ఇంకా ఎంత పెద్దదో చూపిస్తుంది. ఉత్పాదక ఆస్తుల నిర్మాణంతో అనుసంధానం చేయాలి. నైపుణ్య శిక్షణ, అప్రెంటిస్‌షిప్‌లు, స్థానిక పరిశ్రమలతో భాగస్వామ్యం ఉద్యోగ సమస్యకు దీర్ఘకాలిక పరిష్కారం కావచ్చు.

వేగంగా వృద్ధి

భారత ఆర్థిక వ్యవస్థ ప్రపంచంలో వేగంగా పెరుగుతున్న ప్రధాన ఆర్థిక వ్యవస్థల్లో ఒకటిగా నిలిచింది. 2023-24లో వాస్తవ జీడీపీ వృద్ధి సుమారు 8.2 శాతంగా నమోదైంది. సేవల ఎగుమతులు, డిజిటల్ చెల్లింపులు, మౌలిక వసతుల పెట్టుబడులు, దేశీయ వినియోగం వృద్ధికి బలాన్నిస్తున్నాయి. ద్రవ్యోల్బణ నియంత్రణ, విదేశీ మారక నిల్వలు 2024లో 650 బిలియన్ డాలర్లకు పైగా ఉండటం, బ్యాంకింగ్ రంగంలో మొండి బకాయిల తగ్గుదల వంటి అంశాలు ఆర్థిక స్థిరత్వాన్ని మెరుగుపరిచాయి.

అయితే సగటు వృద్ధి రేటు ప్రజల అనుభవాన్ని పూర్తిగా ప్రతిబింబించదు. ఆహార ధరలు, యువ నిరుద్యోగం, గ్రామీణ ఆదాయాల మందగమనం, ఆరోగ్య మరియు విద్యా ఖర్చులు కుటుంబాలపై ఒత్తిడి పెంచుతున్నాయి. రాష్ట్రాల మధ్య అభివృద్ధి వ్యత్యాసాలు కూడా స్పష్టంగా ఉన్నాయి. వృద్ధి ఫలితాలు విస్తృతంగా పంచబడాలంటే వ్యవసాయ ఉత్పాదకత, పట్టణ ప్రణాళిక, ప్రజా ఆరోగ్యం, ప్రభుత్వ పాఠశాలల నాణ్యతపై నిరంతర పెట్టుబడి అవసరం.

సంక్షేమ పథకాలు

సంక్షేమ విధానాలు ఇప్పుడు కేవలం సబ్సిడీల పంపిణీ నుంచి గృహం, మరుగుదొడ్డి, విద్యుత్, వంటగ్యాస్, తాగునీరు, ఆరోగ్య బీమా వంటి ప్రాథమిక జీవన ప్రమాణాల మెరుగుదల వైపు మళ్లాయి. 2024 నాటికి జల్ జీవన్ మిషన్ కింద గ్రామీణ కుటుంబాల పైప్‌డ్ నీటి కనెక్షన్ కవరేజ్ 75 శాతాన్ని దాటింది. ఈ పథకాలు మహిళల ఆరోగ్యం, కుటుంబ గౌరవం, సమయ పొదుపు వంటి ప్రత్యక్ష ప్రయోజనాలను కలిగించాయి. పేద కుటుంబాలకు ఆహార భద్రత, ఉచిత ధాన్యం వంటి చర్యలు సంక్షోభ సమయంలో వినియోగాన్ని నిలబెట్టాయి.

అయితే సంక్షేమ పథకాల ప్రభావాన్ని కేవలం లబ్ధిదారుల సంఖ్యతో కొలవడం సరిపోదు. గృహం నిర్మించబడినా నీరు లేకపోతే, మరుగుదొడ్డి ఉన్నా వినియోగం లేకపోతే, గ్యాస్ కనెక్షన్ ఉన్నా సిలిండర్ ధర అందుబాటులో లేకపోతే లక్ష్యం అసంపూర్ణంగా మిగులుతుంది. పథకాల మధ్య సమన్వయం, స్థానిక సంస్థల సామర్థ్యం, నిర్వహణ నిధులు, సామాజిక ఆడిట్‌లు కీలకం. సంక్షేమం ప్రజలను ఆధారపడే స్థితిలో ఉంచకుండా విద్య, ఆరోగ్యం, నైపుణ్యాలు, ఆస్తి సృష్టి ద్వారా స్వయం ఆధారితంగా చేయాలి.

ఇంధన రంగం

భారత్ ఇంధన భద్రత, చౌక విద్యుత్, పునరుత్పాదక శక్తి, దిగుమతి ఆధారాన్ని తగ్గించడం అనే నాలుగు లక్ష్యాలను సమన్వయం చేయాల్సి ఉంది. 2024లో భారత విద్యుత్ సామర్థ్యంలో పునరుత్పాదక శక్తి వాటా సుమారు 45 శాతానికి చేరింది. సౌర, పవన విద్యుత్ సామర్థ్యం పెరుగుతున్నప్పటికీ, బొగ్గు ఆధారిత విద్యుత్ ఇప్పటికీ గ్రిడ్ స్థిరత్వానికి ముఖ్యమైనది. అంతర్జాతీయ చమురు ధరల మార్పులు దేశీయ ద్రవ్యోల్బణం, వాణిజ్య లోటు, కుటుంబాల రవాణా ఖర్చులపై ప్రభావం చూపుతాయి.

పునరుత్పాదక శక్తి విస్తరణకు నిల్వ సాంకేతికత, ప్రసార మౌలిక వసతులు, బ్యాటరీ తయారీ, పంపిణీ సంస్థల ఆర్థిక సంస్కరణలు అవసరం. ఎలక్ట్రిక్ వాహనాలు పట్టణ కాలుష్యాన్ని తగ్గించగలిగినా, విద్యుత్ ఉత్పత్తి మూలాలు, బ్యాటరీ వ్యర్థాల నిర్వహణ, చార్జింగ్ మౌలిక వసతులు పరిష్కరించాలి. ఇంధన మార్పు కొత్త పరిశ్రమలు, ఉద్యోగాలు సృష్టించేలా న్యాయమైన మార్పు విధానం అవసరం.

‘విశ్వగురు’ అంటే?

‘విశ్వగురు’ అనే పదం కేవలం సాంస్కృతిక గర్వం లేదా అంతర్జాతీయ వేదికలపై ప్రభావం కాదు. పేదరికం తగ్గింపు, శాస్త్రీయ పరిశోధన, ప్రజాస్వామ్య సంస్థల బలం, నాణ్యమైన విద్య, ఆరోగ్య సేవలు, పర్యావరణ బాధ్యత వంటి రంగాల్లో ఆదర్శంగా నిలవడం దాని అసలు అర్థం. అంతర్జాతీయ సౌర కూటమి, డిజిటల్ ప్రజా మౌలిక వసతుల అనుభవం, ఔషధాల సరఫరా వంటి అంశాల్లో భారత్ తన సామర్థ్యాన్ని చూపించింది.

అయితే ప్రపంచ నాయకత్వానికి ఆర్థిక పరిమాణంతో పాటు విశ్వసనీయత కూడా అవసరం. పరిశోధన-అభివృద్ధిపై భారత్ వ్యయం జీడీపీలో సుమారు 0.7 శాతం మాత్రమే ఉండటం, విశ్వవిద్యాలయాల నాణ్యత వంటి అంశాలు దేశ ప్రతిష్ఠను ప్రభావితం చేస్తాయి. మానవ మూలధనం, పరిశోధన వ్యయం, సంస్థాగత నాణ్యతలో పురోగతి లేకుండా ప్రపంచ నాయకత్వం పరిమితంగానే ఉంటుంది. ఇతర దేశాలకు నమూనా చూపాలంటే దేశీయంగా సమాన అవకాశాలు, చట్టపరమైన భద్రత, సామాజిక సామరస్యం బలపడాలి.

2047 లక్ష్యం వైపు

2047 నాటికి అభివృద్ధి చెందిన దేశంగా మారాలనే లక్ష్యం దీర్ఘకాలిక విధాన స్థిరత్వాన్ని కోరుతుంది. మౌలిక వసతులు, తయారీ, డిజిటల్ ఆర్థిక వ్యవస్థ, పునరుత్పాదక శక్తి, రక్షణ ఉత్పత్తి వంటి రంగాల్లో గత దశాబ్దంలో ఏర్పడిన పునాదులు ఈ లక్ష్యానికి ఉపయోగపడవచ్చు. జనాభా పరిమాణం, యువత, విస్తృత దేశీయ మార్కెట్ భారత్‌కు ప్రత్యేక అవకాశాలను అందిస్తున్నాయి. అయితే లక్ష్యాన్ని సాధించడానికి తలసరి ఆదాయం, మానవ అభివృద్ధి, పట్టణ జీవన నాణ్యత, పర్యావరణ స్థిరత్వం వంటి సూచికల్లో భారీ పురోగతి అవసరం. ప్రతి సంవత్సరం కోట్లాది యువతకు ఉత్పాదక ఉపాధి, నాణ్యమైన విద్య, అందుబాటు ఆరోగ్యం కల్పించాలి. విధానాలు ఎన్నికల చక్రాలకు అతీతంగా కొనసాగాలంటే పార్లమెంటరీ చర్చ, నిపుణుల భాగస్వామ్యం, డేటా ఆధారిత మూల్యాంకనం బలపడాలి.

2047 లక్ష్యం ఒక రాజకీయ నినాదంగా కాకుండా కొలిచే సూచికలతో కూడిన జాతీయ ప్రాజెక్టుగా ఉండాలి. తలసరి ఆదాయం, పేదరికం, పోషకాహారం, పాఠశాల అభ్యాస ఫలితాలు, ఆరోగ్య బీమా, మహిళల ఉపాధి, కార్బన్ ఉద్గారాలు, న్యాయ పరిష్కార వేగం వంటి అంశాలకు స్పష్టమైన లక్ష్యాలు నిర్ణయించాలి. ప్రతి ఐదేళ్లకు పురోగతిని స్వతంత్ర సంస్థలు సమీక్షించాలి. భవిష్యత్తులో వాతావరణ మార్పు, నీటి కొరత, వృద్ధ జనాభా, కృత్రిమ మేధస్సు వల్ల ఉద్యోగ మార్పులు, భౌగోళిక ఉద్రిక్తతలు వంటి సవాళ్లు ఎదురవుతాయి. వీటిని ఎదుర్కొనేందుకు పాఠశాల స్థాయి నుంచే శాస్త్రీయ ఆలోచన, జీవితాంత విద్య, సామాజిక భద్రత, విపత్తు నిర్వహణ సామర్థ్యం పెంచాలి. అభివృద్ధి వేగం మాత్రమే కాదు, దాని స్థిరత్వం మరియు సమానత్వమే 2047 విజయాన్ని నిర్ణయిస్తాయి.

భారత్ వైపు ప్రపంచం

భారత్ ఒకేసారి పెద్ద వినియోగదారుల మార్కెట్, ప్రజాస్వామ్య వ్యవస్థ, సాంకేతిక ప్రతిభ, తక్కువ ఖర్చుతో సేవల కేంద్రం, వ్యూహాత్మక భాగస్వామి అనే అనేక పాత్రలు పోషిస్తోంది. సరఫరా గొలుసుల వైవిధ్యీకరణలో భారత్‌కు అవకాశం ఉంది. అంతరిక్ష రంగం, డిజిటల్ చెల్లింపులు, ఔషధ తయారీ, టీకా ఉత్పత్తి వంటి రంగాల్లో దేశ సామర్థ్యం అంతర్జాతీయ సహకారానికి కొత్త మార్గాలు తెరిచింది. 2023-24లో భారత సేవల ఎగుమతులు సుమారు 340 బిలియన్ డాలర్లకు చేరడం ఈ సామర్థ్యానికి సూచిక. అయితే పెట్టుబడిదారులు విధాన స్థిరత్వం, ఒప్పందాల అమలు, భూమి మరియు కార్మిక చట్టాల స్పష్టత, నైపుణ్య కార్మికుల లభ్యతను కూడా పరిశీలిస్తారు. వాణిజ్య ఒప్పందాలు, ఎగుమతి పోటీ, నాణ్యత ప్రమాణాలు, మేధో సంపత్తి రక్షణలో పురోగతి అవసరం. ప్రపంచం భారత్ వైపు చూడటం అవకాశమే కానీ, ఆ అవకాశాన్ని పెట్టుబడులు, ఉద్యోగాలు, సాంకేతిక బదిలీగా మార్చడం విధాన అమలుపై ఆధారపడి ఉంటుంది.

From 25 Years of Governance to the ‘Vishwaguru’ Goal

Prime Minister Narendra Modi’s political journey has been associated with significant changes in Indian politics. Beginning as Chief Minister of Gujarat, his rise to national power in 2014 strengthened the Bharatiya Janata Party’s dominance at the national level. Successive electoral victories in 2019 and 2024 further consolidated his leadership, even as debate has continued over opposition politics, federal relations, social cohesion and the independence of democratic institutions. It is against this wider political background that Modi-era economic policies, welfare schemes, digital governance, international diplomacy and the 2047 goals need to be assessed.

Modinomics

Modinomics cannot be viewed merely as a collection of tax reforms or infrastructure investments. It is a mixed model combining market-led growth, targeted welfare, digital infrastructure and large-scale public investment. The introduction of GST in 2017, demonetisation in 2016, the Insolvency and Bankruptcy Code and direct-tax reforms reflected an effort to move more economic activity into the formal sector. Average monthly GST collections reaching roughly ₹1.9 lakh crore in 2024-25 strengthened revenue capacity, including that of the States, even as compliance costs for small businesses and tax disputes continued.

Public capital expenditure plays a central role in this model. Union government capital expenditure was proposed at around ₹11.1 lakh crore in the 2024-25 Budget. Investment in roads, railways, ports and airports can reduce transport costs and create a foundation for private investment. However, public spending alone is not enough for long-term growth. Private investment, consumer demand, skill development and judicial capacity need to improve in parallel. Otherwise, strong growth figures may coexist with rising income inequality and regional disparities.

Digital Governance

Digital public infrastructure built around Aadhaar, Jan Dhan and mobile connectivity has significantly changed welfare delivery. By 2024, Jan Dhan accounts had crossed 500 million, while direct cash transfers and the expansion of UPI reduced dependence on intermediaries. UPI recorded more than 170 billion transactions in 2024. Funds for cooking-gas subsidies, pensions and student assistance reaching beneficiaries directly have improved transparency.

Digital governance, however, faces the major challenge of the digital divide. Poor internet quality in rural areas, limited technological familiarity among older and illiterate citizens, and failures in Aadhaar authentication can exclude some people from schemes. Technology therefore needs to be supported by local assistance centres, offline alternatives and strong data-protection laws. Efficiency and the protection of rights should both remain benchmarks of digital welfare.

India as a Manufacturing Hub

Make in India, Production Linked Incentive schemes, domestic defence manufacturing and the expansion of mobile-phone assembly reflect an effort to integrate India into global supply chains. Investment has increased in electronics, pharmaceuticals, automobile components and solar equipment. Electronics exports reaching roughly US$29 billion in 2023-24 were one indication of this shift. For multinational companies seeking to reduce dependence on China, India’s market, young workforce and large consumer base are attractive.

Yet manufacturing has not reached the long-envisaged level of 25% of GDP; in recent years its share has remained around 17%. Land, power, logistics, labour skills and regulatory uncertainty continue to influence investment. Small and medium enterprises must be integrated into supply chains alongside large industries. Manufacturing expansion will create broad-based employment only if women’s labour-force participation, industrial training and export competitiveness also improve.

Jobs Are the Real Measure of Development!

Economic growth must translate into quality employment if it is to be reflected in people’s lives. Construction, transport, services, e-commerce and tourism have expanded employment opportunities, but many jobs remain informal and offer limited social security. According to the Periodic Labour Force Survey, the unemployment rate among people aged 15 and above fell to about 3.2% in 2023-24, while youth unemployment remained significantly higher. Educational attainment among young people has risen, but a gap continues between industry requirements and what the education system provides.

Employment should be evaluated not only by the number of jobs but also by wages, stability, social security and women’s participation. The urban gig economy has opened new opportunities, but rights relating to health insurance, pensions and accident protection remain unclear. Nearly six crore households used the rural employment guarantee programme in 2023-24, indicating the continuing scale of rural employment needs. Linking such work with productive asset creation, skill training, apprenticeships and partnerships with local industries could provide more durable solutions.

Rapid Growth

India has emerged as one of the fastest-growing major economies in the world. Real GDP growth was about 8.2% in 2023-24. Services exports, digital payments, infrastructure investment and domestic consumption have supported growth. Inflation management, foreign-exchange reserves above US$650 billion in 2024 and a decline in stressed banking assets strengthened macroeconomic stability.

Yet average growth rates do not fully reflect household experience. Food prices, youth unemployment, slower rural income growth and the cost of health and education continue to place pressure on families. Development gaps between States are also visible. For growth to be shared more widely, sustained investment is needed in agricultural productivity, urban planning, public health and the quality of government schools.

Welfare Schemes

Welfare policy has increasingly moved beyond subsidies toward improving basic living standards through housing, sanitation, electricity, cooking gas, drinking water and health insurance. By 2024, rural piped-water coverage under the Jal Jeevan Mission had crossed 75%. These schemes have produced direct benefits in women’s health, household dignity and time savings. Food security and free-grain measures also helped sustain consumption during periods of stress.

However, welfare outcomes cannot be measured by beneficiary numbers alone. A house without water, a toilet that is not used or a gas connection that cannot be refilled affordably leaves the objective incomplete. Coordination across schemes, local institutional capacity, maintenance funding and social audits are crucial. Welfare should strengthen self-reliance through education, health, skills and asset creation rather than keep citizens permanently dependent.

The Energy Sector

India has to balance four objectives: energy security, affordable electricity, renewable energy and lower import dependence. By 2024, renewable energy accounted for roughly 45% of installed power capacity. Solar and wind capacity have expanded, although coal-based power remains important for grid stability. International oil-price movements continue to affect domestic inflation, the trade deficit and household transport costs.

Further renewable expansion requires storage technology, transmission infrastructure, battery manufacturing and financial reform of distribution companies. Electric vehicles can reduce urban pollution, but electricity sources, battery-waste management and charging infrastructure must also be addressed. The energy transition should be managed in a way that creates new industries and jobs while ensuring a fair transition.

What Does ‘Vishwaguru’ Mean?

The term ‘Vishwaguru’ should mean more than cultural pride or visibility on international platforms. Its substantive meaning lies in becoming an example in poverty reduction, scientific research, the strength of democratic institutions, quality education, health services and environmental responsibility. India has demonstrated capability in areas such as the International Solar Alliance, digital public infrastructure and pharmaceutical supply.

Global leadership, however, requires credibility as well as economic scale. India’s research and development expenditure of roughly 0.7% of GDP and the quality of its universities are among the factors shaping national prestige. Without progress in human capital, research spending and institutional quality, global leadership will remain limited. A country that seeks to offer a model to others must also strengthen equal opportunity, legal security and social harmony at home.

Towards the 2047 Goal

The ambition to become a developed country by 2047 requires long-term policy stability. Foundations created in infrastructure, manufacturing, the digital economy, renewable energy and defence production can support this goal. India’s population scale, youth and vast domestic market create distinctive opportunities. Yet achieving the goal will require major progress in per-capita income, human development, urban quality of life and environmental sustainability. Every year, crores of young people will need productive employment, quality education and affordable healthcare. To make policies endure beyond electoral cycles, parliamentary debate, expert participation and data-based evaluation must be strengthened.

The 2047 goal should become a national project with measurable indicators rather than remain a political slogan. Clear targets are needed for per-capita income, poverty, nutrition, school learning outcomes, health insurance, women’s employment, carbon emissions and the speed of judicial resolution. Progress should be reviewed every five years by independent institutions. Climate change, water scarcity, population ageing, employment shifts caused by artificial intelligence and geopolitical tensions will all pose challenges. India will need stronger scientific thinking from the school level, lifelong learning, social security and disaster-management capacity. The success of 2047 will depend not only on the speed of development but also on its sustainability and equality.

The World Looks Towards India

India simultaneously represents a large consumer market, a democratic system, a reservoir of technological talent, a low-cost services centre and a strategic partner. The diversification of global supply chains creates an opportunity for India. The country’s capabilities in space, digital payments, pharmaceutical manufacturing and vaccine production have opened new paths for international cooperation. Services exports of roughly US$340 billion in 2023-24 illustrate one dimension of this capacity. Yet investors also examine policy stability, contract enforcement, clarity of land and labour laws and the availability of skilled workers. Progress is needed in trade agreements, export competitiveness, quality standards and intellectual-property protection. The world looking towards India is an opportunity; converting that opportunity into investment, jobs and technology transfer depends on implementation.

History Will Deliver the Final Verdict

Any assessment of Modi’s leadership should recognise developments in infrastructure, digital governance, welfare delivery and India’s international profile. In a democracy, the ultimate measure of governance is not publicity but the change visible in people’s lives. History judges a leader not by one decision or one election, but by long-term outcomes. If India by 2047 becomes more prosperous, more equitable, technologically stronger, environmentally responsible and democratically robust, this journey will be seen as successful. That goal, however, cannot be achieved by one leader alone; it requires the collective effort of the Union, the States, institutions, industry, civil society and ordinary citizens.
