ప్రపంచ వ్యవస్థలో భారత్ ఇక Rule-Taker కాదు—Rule-Shaper!

2026 సెప్టెంబర్ 12–13 తేదీల్లో న్యూఢిల్లీలో నిర్వహించిన 18వ BRICS శిఖరాగ్ర సదస్సు భారత్‌కు ఒక సాధారణ అంతర్జాతీయ సమావేశం కాదు. BRICSకు భారత్ నాలుగోసారి అధ్యక్షత వహిస్తున్న సందర్భంలో, “Building for Resilience, Innovation, Cooperation and Sustainability” అనే ఇతివృత్తంతో ఈ సదస్సు జరిగింది. People-centric, Humanity First దృక్పథంతో విస్తరించిన BRICSను ఆచరణాత్మక ఫలితాల వైపు నడిపించాలనే ప్రయత్నం ఇందులో కనిపించింది.

ప్రస్తుతం BRICSలో 11 సభ్యదేశాలు ఉన్నాయి. ఇవి కలిపి ప్రపంచ జనాభాలో సుమారు 49.5%, ప్రపంచ GDPలో 40%, అంతర్జాతీయ వాణిజ్యంలో 26% వాటాను కలిగి ఉన్నాయని భారత ప్రభుత్వం తెలిపింది. అందువల్ల BRICS ఇక ఐదు అభివృద్ధి చెందుతున్న ఆర్థిక వ్యవస్థల చర్చా వేదిక మాత్రమే కాదు; ప్రపంచ పాలన, వాణిజ్యం, ఆర్థిక సహకారం, సాంకేతికత, శాంతి–భద్రతపై ప్రభావం చూపగల విస్తృత వేదిక.

1. అంతర్జాతీయ సంస్థల సంస్కరణ—భారత్‌కు కీలక మద్దతు

New Delhi Declaration ఐక్యరాజ్యసమితి, భద్రతా మండలి, IMF, World Bank వంటి సంస్థలు నేటి ప్రపంచ ఆర్థిక–రాజకీయ వాస్తవాలను ప్రతిబింబించేలా మారాలని స్పష్టం చేసింది. ఆసియా, ఆఫ్రికా, లాటిన్ అమెరికా దేశాలకు మరింత ప్రాతినిధ్యం కల్పించాలని కోరింది.

ప్రత్యేకంగా, చైనా మరియు రష్యా—UN Security Council శాశ్వత సభ్యదేశాలు—ఐక్యరాజ్యసమితిలో, భద్రతా మండలితో సహా, భారత్ మరియు బ్రెజిల్ మరింత కీలక పాత్ర పోషించాలనే ఆకాంక్షలకు తమ మద్దతును పునరుద్ఘాటించాయి. ఇది వెంటనే శాశ్వత సభ్యత్వం లభించిందని కాదు; కానీ భారత దీర్ఘకాల దౌత్య లక్ష్యానికి బహుపాక్షిక మద్దతు కొనసాగుతోందని సూచిస్తుంది.

2025 ఏప్రిల్ 22న జమ్మూ–కశ్మీర్‌లో 26 మందిని బలిగొన్న ఉగ్రదాడిని BRICS దేశాలు తీవ్రంగా ఖండించాయి. ఉగ్రవాదం, ఉగ్రవాదులకు ఆర్థిక సహాయం, సరిహద్దులు దాటి వారి కదలికలు, safe havensపై Zero Tolerance అవసరమని ప్రకటించాయి. ఉగ్రవాదంపై ద్వంద్వ ప్రమాణాలను తిరస్కరించడంతోపాటు UN గుర్తించిన ఉగ్రవాదులు, సంస్థలపై సమన్వయ చర్య అవసరమని పేర్కొన్నాయి.

ఉగ్రవాదాన్ని ఏ మతం, జాతి లేదా నాగరికతతోనూ అనుసంధానించకూడదని చెప్పడం కూడా ముఖ్యమే. ఉగ్రవాదాన్ని రాజకీయ సౌలభ్యానికి అనుగుణంగా నిర్వచించకుండా, బాధ్యులను చట్టం ముందు నిలపాలనే భారత వాదనకు ఇది బలం చేకూరుస్తుంది.

3. ప్రకటనల నుంచి ఆచరణాత్మక ఆర్థిక సహకారం వైపు

భారత్ BRICSను కేవలం భౌగోళిక రాజకీయ వేదికగా కాకుండా, అభివృద్ధి సమస్యలకు పరిష్కారాలు అందించే వ్యవస్థగా చూపడానికి ప్రయత్నించింది. Digital Public Infrastructure repository, DPI pilot projects, సురక్షిత–సమగ్ర Artificial Intelligence, digital skilling, resilient supply chains వంటి అంశాలు New Delhi Declarationలో చోటు పొందాయి.

MSMEలకు affordable finance అందించేందుకు export-oriented enterprises కోసం కొత్త credit-assessment principles, BRICS Invoice Discounting Mechanismపై Jaipur Consensus, Global Value Chains Action Plan 2026–2030 వంటి కార్యక్రమాలు ఆమోదం పొందాయి. ఇవి అమలైతే చిన్న వ్యాపారాలకు working capital, international markets, technology, supply chainsకు ప్రాప్యత మెరుగుపడవచ్చు.

New Development Bank మౌలిక వసతులు, సుస్థిర అభివృద్ధి ప్రాజెక్టులకు మరింత మద్దతు ఇవ్వాలని, local-currency financingను విస్తరించాలని కూడా సదస్సు కోరింది. అయితే local-currency tradeను US dollarకు తక్షణ ప్రత్యామ్నాయంగా చూడటం కంటే, transaction costs మరియు currency risks తగ్గించే ఎంపికగా చూడటం భారత ప్రయోజనాలకు అనుకూలం.

4. పశ్చిమాసియా ఉద్రిక్తతల మధ్య భారత సమతుల్య దౌత్యం

పశ్చిమాసియాలో ఉద్రిక్తతలను తగ్గించాలని, పౌరులు–పౌర మౌలిక వసతులను రక్షించాలని, దేశాల సార్వభౌమత్వాన్ని గౌరవించాలని, సమస్యలను చర్చలు–దౌత్యం ద్వారా పరిష్కరించాలని BRICS పిలుపునిచ్చింది. ప్రపంచ వాణిజ్యం, supply chains, energy flows నిరంతరంగా కొనసాగాల్సిన అవసరాన్ని కూడా గుర్తించింది.

ఇది భారత్‌కు అత్యంత ముఖ్యమైన అంశం. భారత్‌కు పశ్చిమాసియా నుంచి చమురు, వాయువు, వాణిజ్యం, పెట్టుబడులు, విదేశీ మారక ఆదాయం, భారతీయుల ఉపాధి పరంగా విస్తృత ప్రయోజనాలు ఉన్నాయి. అందువల్ల ఏకపక్ష శిబిర రాజకీయాల కంటే సంభాషణ, స్థిరత్వం, strategic autonomy భారత ప్రయోజనాలకు అనుకూలం.

5. BRICS ఎవరికీ వ్యతిరేక కూటమి కాకూడదు

ప్రధాని నరేంద్ర మోదీ ఇచ్చిన ప్రధాన సందేశం—“BRICS is not against anyone.” చైనా, రష్యా BRICSను పాశ్చాత్య ఆధిపత్యానికి ప్రత్యామ్నాయ శక్తిగా చూడవచ్చు. కానీ భారత్ దానిని anti-West లేదా anti-US వేదికగా మార్చకుండా, అభివృద్ధి చెందుతున్న దేశాల ప్రయోజనాల కోసం పనిచేసే constructive forumగా నిలపాలని కోరుతోంది.

ఒకవైపు రష్యా, చైనా, ఇరాన్‌లతో సంబంధాలను కొనసాగిస్తూ, మరోవైపు అమెరికా, యూరప్, జపాన్ వంటి భాగస్వాములతో ఆర్థిక–సాంకేతిక–భద్రతా సహకారాన్ని బలోపేతం చేయడం భారత multi-alignment విధానం. BRICS, G20, Quad లేదా ఇతర వేదికలు ఒకదానికొకటి ప్రత్యామ్నాయాలు కావు; భారత ప్రయోజనాలకు అనుగుణంగా ఉపయోగించే విభిన్న మార్గాలు.

నా అభిప్రాయం:

ఈ సదస్సులో భారత్‌కు లభించిన అతిపెద్ద విజయం ఒక తీర్మానమో, group photographో కాదు—BRICS దిశను సమతుల్యం చేసే నాయకత్వ స్థానం. Global South కేవలం నియమాలను అనుసరించే Rule-Takerగా కాకుండా, ప్రపంచ నియమాలను రూపొందించే Rule-Shaperగా ఎదగాలని భారత్ చెబుతోంది.

అయితే ప్రకటనలు మాత్రమే విజయాన్ని నిర్ధారించవు. ఉగ్రవాదంపై ఉమ్మడి చర్య, MSMEలకు నిజమైన ఆర్థిక ప్రయోజనం, సమతుల్య intra-BRICS trade, NDB నుంచి వేగవంతమైన project finance, UN సంస్కరణలు వంటి అంశాలు అమలులోకి వచ్చినప్పుడే New Delhi Summit చారిత్రకమవుతుంది.

BRICSను ఎవరికో వ్యతిరేక కూటమిగా కాకుండా—ఇప్పటివరకు తగిన ప్రాతినిధ్యం పొందని దేశాల తరఫున బలమైన, సమతుల్య, పరిష్కారాధారిత స్వరంగా తీర్చిదిద్దడమే భారత్ ముందున్న అసలు పరీక్ష.

India’s move from rule-taker to rule-shaper

The 18th BRICS Summit, held in New Delhi on 12–13 September 2026, was more than another international gathering for India. During its fourth BRICS chairship, India organised the summit under the theme “Building for Resilience, Innovation, Cooperation and Sustainability.” Its people-centred, Humanity First approach sought to move the expanded grouping towards practical outcomes.

BRICS now comprises 11 member countries. According to the Government of India, they collectively account for about 49.5% of the world’s population, 40% of global GDP and 26% of international trade. The grouping is therefore no longer merely a consultation forum among five emerging economies; it has become a wider platform capable of influencing global governance, trade, finance, technology, peace and security.

1. Reforming global institutions—important support for India

The New Delhi Declaration called for the United Nations, its Security Council, the IMF and the World Bank to better reflect contemporary economic and political realities. It sought greater representation for developing countries from Asia, Africa and Latin America.

China and Russia, both permanent members of the UN Security Council, reiterated their support for the aspirations of India and Brazil to play a greater role in the UN, including its Security Council. This is not the same as India receiving permanent membership immediately, but it confirms continuing multilateral support for a major long-term Indian diplomatic objective.

2. Recognition of India’s position on terrorism

BRICS strongly condemned the terrorist attack in Jammu and Kashmir on 22 April 2025, in which 26 people were killed. The declaration called for zero tolerance towards terrorism, including terrorist financing, cross-border movement and safe havens. It rejected double standards and sought coordinated action against UN-designated terrorists and entities.

The declaration also stated that terrorism should not be associated with any religion, nationality or civilisation. This strengthens India’s argument that terrorism must not be defined according to political convenience and that those responsible must be brought to justice.

3. Moving from declarations to practical economic cooperation

India sought to present BRICS not merely as a geopolitical platform but as a problem-solving development partnership. The declaration covered a Digital Public Infrastructure repository and pilot projects, safe and inclusive Artificial Intelligence, digital skills and more resilient supply chains.

For MSMEs, the outcomes included credit-assessment principles for export-oriented enterprises, the Jaipur Consensus to study a BRICS invoice-discounting mechanism, and the Global Value Chains Action Plan 2026–2030. If implemented effectively, these measures could improve small firms’ access to working capital, technology, international markets and supply chains.

The summit also encouraged the New Development Bank to expand support for infrastructure and sustainable-development projects and to increase local-currency financing. From India’s perspective, local-currency transactions are more useful as an option for lowering transaction costs and currency risks than as an immediate political substitute for the US dollar.

4. India’s balancing diplomacy amid West Asian tensions

BRICS called for restraint in West Asia, protection of civilians and civilian infrastructure, respect for sovereignty, and the resolution of disputes through dialogue and diplomacy. It also emphasised maintaining the smooth flow of global trade, supply chains and energy.

This is particularly important for India, whose interests in West Asia encompass oil and gas, trade, investment, remittances and the employment and safety of millions of Indians. Stability, dialogue and strategic autonomy therefore serve India better than rigid bloc politics.

5. BRICS should not become an alliance against someone

Prime Minister Narendra Modi’s central message was that “BRICS is not against anyone.” China and Russia may view BRICS partly as a counterweight to Western dominance. India, however, seeks to prevent the organisation from becoming an anti-West or anti-US platform and instead position it as a constructive forum serving the development interests of the Global South.

India’s multi-alignment involves maintaining relations with Russia, China and Iran while deepening economic, technological and security partnerships with the United States, Europe and Japan. BRICS, the G20, the Quad and other forums are not mutually exclusive choices; they are different instruments through which India advances its interests.

My assessment:

India’s most important gain from the summit is not a resolution or a group photograph, but its position as a balancing force capable of shaping BRICS’ direction. India’s message is that the Global South must evolve from being a rule-taker to becoming a rule-shaper in global governance.

Declarations alone, however, do not guarantee success. The New Delhi Summit will become historically meaningful only if its commitments produce coordinated counter-terrorism action, measurable gains for MSMEs, more balanced intra-BRICS trade, faster NDB project finance and genuine reform of global institutions.

India’s real test is to ensure that BRICS does not become an alliance against any country, but develops into a strong, balanced and solutions-oriented voice for nations that remain underrepresented in global decision-making.
