రూపాయిపై ఒత్తిడికి RBI రెండు వైపుల చర్య
2026 అక్టోబర్ 10న Reserve Bank of India, ప్రభుత్వ రంగంలోని Indian Oil, Hindustan Petroleum, Bharat Petroleum సంస్థల రోజువారీ dollar అవసరాలను designated banks ద్వారా నేరుగా తీర్చే special windowను ప్రకటించింది. ఈ సదుపాయం అక్టోబర్ 12 నుంచి అమలులోకి వచ్చి, తదుపరి సూచన వరకు కొనసాగుతుందని తాజా నివేదికలు పేర్కొన్నాయి.
ధృవీకరించిన విషయం: ఇది oil companiesకు subsidy కాదు; RBI నుంచి dollars కొనుగోలు చేయాల్సిందే. మారేది కొనుగోలు మార్గం. భారీ crude-oil import payments కోసం ఈ సంస్థలు spot foreign-exchange marketలో dollars కొనడం తగ్గితే, ఒకే సమయంలో వచ్చే demand pressure కొంత తగ్గవచ్చు.
Forex derivative rulesలో మార్పులు
- Cancelled INR derivative contractsను తిరిగి rebook చేయడంపై restriction.
- Underlying exposureను ముందుగా నిరూపించకుండా కొన్ని hedges చేయగల thresholdను USD 100 million equivalent నుంచి USD 5 millionకు తగ్గించడం.
- USD 2 millionకు మించిన, current-account exposureను hedge చేసే eligible INR derivative transactionపై authorised dealer 20% Foreign Exchange Risk Reserveను cashలో RBI వద్ద ఉంచాల్సిన నిబంధన.
- Maturity సమయంలో rollover మాత్రం extant rulesకు లోబడి కొనసాగవచ్చు.
ఈ చర్యల ఉద్దేశం genuine hedgingను ఆపడం కాదు. Exposureతో సంబంధం లేని లేదా repeatedly cancelled-and-rebooked positions వల్ల spot–derivative marketsలో పెరిగే అస్థిరతను తగ్గించడం.
Oil PSUsకి ఎందుకు ప్రత్యేక window?
భారతదేశం crude oilలో అధికంగా importsపై ఆధారపడుతుంది. Global oil ధర పెరిగితే OMCల dollar demand కూడా పెరుగుతుంది. మూడు పెద్ద public OMCల demandను RBI ప్రత్యేక channelకు మళ్లించడం ద్వారా spot marketలో రోజువారీ order concentrationను తగ్గించవచ్చు. ఇది import billను తగ్గించదు; dollar payment timing మరియు market impactను నిర్వహిస్తుంది.
Rupee వెంటనే బలపడుతుందా?
Interpretation: special window short-term volatilityను సున్నితంగా చేయవచ్చు. కానీ exchange rateను నిర్ణయించే oil prices, foreign portfolio flows, US yields, trade deficit, global risk sentiment వంటి fundamentals మారకపోతే ఇది permanent appreciationకు హామీ కాదు. RBI dollars అమ్మితే reservesపై cost ఉండవచ్చు; అదే సమయంలో disorderly currency movementను తగ్గించడం కూడా reserve managementలో భాగమే.

Airlines, chemicals, electronics, machinery importers వంటి dollar buyersకు volatility తగ్గితే pricing మరియు working-capital planning సులభమవుతుంది. అయితే derivative thresholds తగ్గడం వల్ల firms exposure documentation, hedge governance, cancellation disciplineను బలోపేతం చేయాలి. SMEsకి banks compliance requests పెరగవచ్చు; అందుకే genuine hedgersకు clear operational guidance అవసరం.

నా అభిప్రాయం:
ఈ package రూపాయికి ఒక fixed target ఇవ్వడం కంటే market functioningను క్రమబద్ధం చేయడానికి రూపొందించిన చర్యగా కనిపిస్తోంది. Oil PSUs demandను ప్రత్యేక మార్గానికి మళ్లించడం sensible circuit-breaker. కానీ reservesను ఉపయోగించడం, genuine business hedgingపై compliance cost పెరగడం మధ్య balance పారదర్శకంగా ఉండాలి. Successను ఒక్కరోజు exchange-rate moveతో కాక volatility, liquidity, importers’ hedge accessతో కొలవాలి.
A two-sided response to rupee pressure
On 10 October 2026, the RBI announced a special facility to meet the daily dollar requirements of IOC, HPCL and BPCL through designated banks from 12 October. This is not a subsidy: the oil companies still buy dollars, but their large demand is channelled away from the spot market.
Verified facts: The accompanying measures restrict rebooking of cancelled INR derivatives, reduce the no-document threshold for certain exposure-based transactions from USD 100 million to USD 5 million, and introduce a 20% cash Foreign Exchange Risk Reserve for eligible contracts above USD 2 million.
What it may achieve
Direct dollar supply can reduce concentrated spot-market demand and smooth volatility. Tighter derivative rules can discourage positions that are weakly connected to genuine exposure. Neither step lowers India’s oil import bill or guarantees a stronger rupee.
My assessment:
The package is best understood as a market-order and risk-management intervention. Its success should be judged through volatility, liquidity, reserve use and continued access for genuine hedgers—not by one day’s exchange-rate movement.
