₹3 లక్షల Exportకు Registration Relief: చిన్న వ్యాపారికి విదేశీ మార్కెట్ దగ్గరైందా?
Paperworkలో ఒక మెట్టు తగ్గింది. కానీ international buyerను చేరుకోవడానికి quality, logistics, payments, product compliance ఇంకా కీలకమే.
మారింది ఏమిటి?
ధృవీకరించిన వాస్తవం: DGFT Notification No. 36/2026-27, తేదీ 15 September 2026, ప్రకారం ఒక్క export consignment FOB value ₹3 లక్షలు లేదా అంతకంటే తక్కువ అయితే Registration-cum-Membership Certificate (RCMC) లేదా సమాన Certificate of Registration అవసరం నుంచి de minimis exemption లభిస్తుంది. ఈ Foreign Trade Policy amendmentను ప్రభుత్వం September 16న ప్రకటించింది.
RCMC సాధారణంగా సంబంధిత Export Promotion Council లేదా Commodity Board నుంచి పొందే certificate. Exporter ఏ product groupకు చెందుతాడో గుర్తించడం, council support పొందడం, కొన్ని Foreign Trade Policy benefitsను claim చేయడం వంటి సందర్భాల్లో ఇది ఉపయోగపడుతుంది.
చిన్న exportersకు ఎందుకు ముఖ్యం?
First-time exporterకు చిన్న trial order వచ్చినప్పుడు registration time, fees, documentation అన్నీ consignment valueతో పోలిస్తే పెద్ద fixed costగా మారవచ్చు. ఇప్పుడు artisans, home-based brands, micro enterprises, startups తక్కువ విలువైన orderతో foreign demandను పరీక్షించడానికి ఒక procedural hurdle తగ్గింది.
ఈ reform ముఖ్యంగా postal, courier, e-commerce channelsకు అనుకూలం. Government dataను ఉటంకించిన Financial Express ప్రకారం FY2021-22 నుంచి FY2025-26 వరకు low-value transactions మొత్తం shipping billsలో 43% ఉండగా, merchandise export valueలో వాటి వాటా కేవలం 0.86%. అంటే paperwork volume ఎక్కువ—export value చిన్నది.
ఏవి ఇంకా అవసరమే?
ముఖ్యమైన స్పష్టీకరణ: ఇది అన్ని export rules నుంచి exemption కాదు. అవసరమైన సందర్భాల్లో Importer-Exporter Code (IEC), GST/tax compliance, invoice, packing list, shipping bill, customs clearance, foreign-exchange realisation, product-specific quality or safety certificates కూడా అవసరమే. Restricted లేదా regulated productsపై ఉన్న నియమాలు కూడా అలాగే కొనసాగుతాయి.
అలాగే ఒక్క consignment ₹3 లక్షల threshold దాటితే సాధారణ RCMC requirement వర్తిస్తుంది. కాబట్టి ఇది established exportersకు blanket deregulation కాదు; చిన్న shipmentతో marketను పరీక్షించే వారికి entry relief.
ఆర్థిక ప్రభావం ఎక్కడ కనిపిస్తుంది?
ఒక చిన్న seller మొదటి foreign orderను సులభంగా పూర్తి చేస్తే తరువాత repeat orders, formalisation, employment, packaging, logistics demand పెరగవచ్చు. విస్తృత exporter base భారత exportsను కొన్ని పెద్ద firms లేదా sectorsపై ఆధారపడకుండా చేయడంలో సహాయపడుతుంది.

Fact vs Interpretation
Fact: ₹3 లక్షల threshold ఒక్క consignment FOB valueకు సంబంధించినది. RCMC exemption అమల్లోకి వచ్చింది; ఇది IEC లేదా customs documentation రద్దు అని notification చెప్పదు.
Interpretation: Compliance cost తగ్గడం exporter participationను పెంచవచ్చు. కానీ export value ఎంత పెరుగుతుందో demand, product quality, freight cost, delivery reliability, returns, payment settlementపై ఆధారపడి ఉంటుంది. Shipping bills సంఖ్య పెరగడం మాత్రమే export success కాదు.
నా అభిప్రాయం:
ఇది చిన్నదిగా కనిపించే కానీ సరైన దిశలో ఉన్న reform. చిన్న exporter మొదటి orderకే పెద్ద exporter స్థాయి paperwork మోసుకోవాల్సిన అవసరం తగ్గింది. తదుపరి అడుగు—postal/courier rates, simple customs guidance, affordable testing-certification, cross-border payments, returns managementను ఒకే digital pathwayలో కలపడం. Door తెరవడం మొదటి విజయం; seller నిజంగా global customerవరకు చేరడమే తుది ఫలితం.
What has changed?
Verified fact: Under DGFT Notification No. 36/2026-27 dated September 15, 2026, an export consignment with an FOB value of ₹300,000 or less receives a de minimis exemption from the Registration-cum-Membership Certificate (RCMC), or equivalent Certificate of Registration, requirement. The government announced the Foreign Trade Policy amendment on September 16.
An RCMC is generally issued by the relevant Export Promotion Council or Commodity Board. It identifies an exporter’s product group and is commonly used when accessing council support or claiming certain benefits under the Foreign Trade Policy.
Why does it matter to small exporters?
For a first-time exporter with a small trial order, registration time, fees and documentation can become a large fixed cost relative to the shipment’s value. The change removes one procedural hurdle for artisans, home-based brands, micro enterprises and startups testing overseas demand.
The reform is especially relevant to postal, courier and e-commerce channels. Citing government data, Financial Express reported that low-value transactions formed 43% of shipping bills between FY2021-22 and FY2025-26, but only 0.86% of merchandise-export value. In other words, paperwork volume was high while the value involved was small.
What is still required?
Important clarification: This is not an exemption from every export rule. Where applicable, exporters still need the Importer-Exporter Code, GST and tax compliance, invoices, packing lists, shipping bills, customs clearance, foreign-exchange realisation and product-specific quality or safety certificates. Rules for restricted or regulated goods also remain.
When a consignment exceeds the ₹300,000 threshold, the ordinary RCMC requirement applies. This is therefore not blanket deregulation for established exporters; it is entry relief for businesses testing a foreign market through smaller shipments.
Where could the economic effect appear?
If a small seller can complete the first foreign order more easily, repeat orders, formalisation, jobs and demand for packaging and logistics may follow. A wider exporter base can also reduce dependence on a limited number of large firms and sectors.

Fact vs interpretation
Fact: The ₹300,000 threshold applies to the FOB value of each export consignment. The RCMC exemption is effective; the notification does not abolish the IEC or customs documentation.
Interpretation: Lower compliance costs may widen exporter participation. The eventual increase in export value will still depend on overseas demand, product quality, freight costs, delivery reliability, returns and payment settlement. More shipping bills alone do not equal export success.
My assessment:
This is a modest-looking reform in the right direction. A small seller no longer has to carry large-exporter paperwork for the first order. The next step is to connect postal and courier pricing, simple customs guidance, affordable testing and certification, cross-border payments and returns management through one digital pathway. Opening the door is useful; enabling the seller to reach the global customer is the real outcome.
